The national population register and biometric identification

The national population register is governed by Law 72.18 on the systems for identifying and targeting beneficiaries of social programmes.

The national population register (RNP) is a digital register that gathers the personal data of every Moroccan citizen residing in Morocco. It eases access to social programmes through biometric identification based on the image of the iris.

Registration procedure

The citizen first completes a form downloadable from www.mp.ma, using the details on their national identity card and their birth certificate extract. They then go to the district office of their place of residence, with these documents, to complete the registration.

The digital, civil and social identifier

At the end of the process, each person receives a digital, civil and social identifier (IDCS): unique, random, made up of nine digits. It is sent by SMS, email or post, and serves as the link between the databases of public institutions.

What it changes for companies and project owners

Beyond social programmes, the roll-out of a unique identifier changes the way files move between authorities. For a project involving several bodies, it is a point to anticipate from the moment the file is put together.
